2021 Pavement Condition Assessment

The City of Burien is requesting proposals from qualified firms to conduct pavement condition assessment of the City’s 140 centerline miles roadway network and provide technical support in reviewing and updating the City’s pavement management program. This information will be integrated into the City’s pavement management software and used to assess budgets and projects within its 5-year pavement preservation and rehabilitation plan.

Project - Award

  • The City has selected TRANSMAP Corporation to provide professional and technical services for the City’s 2021-2022 Pavement Condition Assessment and Pavement Management Program Audit project, together with a city-wide sidewalk survey.
  • TRANSMAP will use both advance Laser Crack Measuring System (LCMS, LCMS2) and HD LIDAR Technology for data collection to evaluate approximately 330 lane-miles of pavement distressed severity levels, adhering to ASTM D6433-20 format, as well as updating over 60-miles of sidewalk asset management inventory within ESRI GIS software.

Scope of Work

  • The overall purpose of this Project is to provide the City with the current conditions of their roadway network, review past and current pavement maintenance strategies, evaluate budgetary needs, and provide recommendations and establish City’s pavement management goals.

Question: While the RFP states using either “mobile” or “visual” methods, what has the City used in the past?
Answer: The City used Visual Inspection in 2014. No formal assessment of the City’s road network has been conducted since that period.
Q. Does the City have an interest in transitioning to “mobile” pavement assessment surveys?
A: Yes, the City is open to the use of “Mobile” assessment.
Q. Did City staff conduct previous pavement condition assessment surveys or was the survey conducted by a consultant? Would you be willing to share the name of the consultant? Are you satisfied with the provided service?
A. In 2014, Capital Asset & Pavement Services, Inc. was contracted by the City for the inspections and installation of the MTC’s Streetsaver Software. The City was satisfied with their service and results matched field conditions.
Q: The RFP states the last citywide pavement condition survey was conducted in 2014, has the City (or its’ consultant) conducted surveys on any of the road network since that time and if yes, what was the interval (e.g., principal arterials every 2 years).
A: No, the City has not conducted a road condition assessment of the City’s road network since 2014.
Q: Has the City hired a consultant to help with StreetSaver implementation and use? If yes, would you be wiling to share the name of the consultant? Are you satisfied with the provided service?
A: Capital Asset & Pavement Services, Inc. implemented StreetSaver for the City. Follow-up years, the City has shared StreetSaver database with multiple consultants, primarily Perteet Inc. to evaluate Pavement Conditions and develop Project Scenarios.
