2020 Community Survey

The City of Burien invites all interested, qualified companies or firms to submit proposals to develop and conduct a community opinion survey. The selected firm will work with staff to create a survey by building on the existing set of survey questions. In the past, the survey was delivered via telephone. This year, we would like to explore other methods of gathering data, including but not limited to an online survey and mailed paper surveys.

Responses to this Request for Proposals will be accepted until 4 p.m. July 22, 2020. It is the sole responsibility of the consultant to ensure that the proposal is received before the submittal deadline listed above. Late proposals will not be considered.

Responses to Questions

No verbal discussions or communications will be deemed binding. A list of questions and responses will be made available on the City’s website for review and reference prior to proposal due date. It is the responsibility of the proposer to check for continued updates until the proposals are due. Questions received by 10:00 a.m. will be responded to by the 5:00 p.m. of the second day, Monday through Friday.

I found the 2018 version of the survey report online, which actually seemed to include “online” as the vast majority of responses and paper surveys as an alternative. The request says “in the past surveys were done by telephone”, but it doesn’t appear that was done in 2018, did you just mean “previous years” and maybe not 2018?

You are correct. The City of Burien did change the methodology in 2018.

Would you be able to provide the previous survey instruments (actual questionnaires) and the topline (overall questions with their answers) results? It’s a bit hard to tell what changing the methodological approach in the last two iterations has done to results by looking at the reports alone because there are only a couple of items tracked in the 2018 report.
Finally, I was looking at that timeline, and the methodology we plan to propose would likely add a week or two to delivering the final results; given that the Council presentation doesn’t seem to be fixed yet, this seems possible to me. Do you have any sense of that?

Yes, it’s a suggested timeline, but the selected contractor will work with our staff to finalize the timeline. Council presentations have not been scheduled yet, and will be done so in partnership with the selected contractor.

Given COVID, do you anticipate significant changes to the survey this year? Or are you hoping to keep things mostly the same?

We want to follow all public health guidelines regarding gatherings and in-person contact for this project. The in-person outreach that was conducted for the 2018 project will likely not be possible this year.

Will survey content ask specific COVID-19 related budget questions?

There may be some specific budget questions related to COVID-19 impacts. There may be some other topical questions as well. That is one of the areas that our Council will provide input.
